The Immigration authority:

Home Affairs is the primary authority in executing Australian immigration law and policy. Home Affairs processes all visa applications, either in Australia or through a global network of embassies and high commissions. If a visa application is denied at the primary level, applicants in most (but not all) visa categories will be entitled to a merits-based review by the Migration and Refugee Division of the Administrative Appeals Tribunal (AAT).
